The City of Fort Collins is considering implementing registration and licensing of all rental housing in the city. The Occupancy Ordinance is the medium under which neighborhood citizens are fighting to implement the licensing – to help pay the way for enforcing the existing rules and laws.
However, licensing can be costly to owners and in some situations be a mechanism for the city to force significant and costly changes. Take for example, Boulder, Colorado. The City of Boulder is considering forcing rental housing owners to “green” their investments under the cities Climate Action Plan. Although the basis is a good one, the method is scary.
